Anambra Internal Revenue Service Adopts Zero-Cash Policy, Launches Technology for Efficient Revenue Collection/Vop

The Anambra State Internal Revenue Service (AiRS) has introduced Transpay Technology to enhance revenue collection across the 23 Local Government Areas of the state.

Speaking at a press briefing on Thursday, February 6, 2025, at the Revenue House, Awka, AiRS Chairman and Managing Director, Dr. Greg Ezeilo, commended Ndi Anambra taxpayers for their compliance and highlighted ongoing reforms aimed at improving the revenue system.

He described Transpay as an online, real-time payment solution designed to streamline payments, particularly for transport operators, ensuring a seamless and transparent billing process.

> “It is Pay as You Work. Once onboarded, the system ensures proper billing based on work done,” Dr. Ezeilo explained.
He disclosed that 60,000 transport operators have already been integrated into the system, with plans to extend it to other informal revenue sectors.

Zero-Cash Policy & Revenue Enforcement

Dr. Ezeilo condemned the activities of non-state actors siphoning government revenue and emphasized that:

> “No revenue agent—whether recognized or unrecognized—is permitted to collect cash. Anyone caught doing so will be arrested and prosecuted.”

All payments must now be processed through Transpay Technology, which has proven effective.

Market Hubs & Taxpayer Support

AiRS has also set up Market Hubs equipped with Wi-Fi, smart computers, and trained tax officers to assist traders in making consolidated tax payments in compliance with Presumptive Tax Laws.

Additionally, a Tax Education Center will be established to train traders on:

✅ Bookkeeping
✅ Financial Advisory Services
✅ Stock Accounting

AiRS Business on the Street & E-Ticketing

To onboard street businesses into the tax system, AiRS is deploying “AiRS Shuttle Buses”, which will enumerate traders and integrate them into the state’s tax database.

Dr. Ezeilo also announced the introduction of an e-ticketing system, in partnership with Local Government Mayors, to digitize revenue collection across all 23 LGAs.

> “This aligns with the Anambra State Revenue Consolidation and Harmonization Law and reinforces our commitment to leveraging technology for efficiency,” he stated.

Enhancing Anambra’s Revenue System

Dr. Ezeilo assured Ndi Anambra that these reforms will boost Internally Generated Revenue (IGR) while ensuring transparency, accountability, and efficiency.
