The Civil Society Legislative Advocacy Centre (CISLAC) has joined Nigerians in mourning the passing of former President Muhammadu Buhari, describing his life and legacy as a valuable source of lessons for current and future leaders in the country.
In a statement issued on Monday in Abuja, CISLAC’s Executive Director, Auwal Ibrahim Musa Rafsanjani, said Buhari’s public life was marked by discipline and a consistent focus on national values, particularly in his early years as military head of state.
Rafsanjani, who also serves as the Head of Transparency International Nigeria, highlighted the late president’s introduction of the War Against Indiscipline (WAI) programme as a defining moment in civic leadership.
“The WAI initiative fostered a culture of civic responsibility, discipline, and patriotism among citizens,” Rafsanjani noted. “During that time, people became more orderly—reporting to work on time, queuing in public places, and proudly displaying the national flag in offices. National symbols were respected, and a stronger sense of civic duty was instilled.”
He acknowledged, however, that Buhari’s military regime attracted criticism over human rights concerns—an aspect of his leadership that remains a subject of reflection, especially given his eventual return to power through democratic means.
“Buhari was elected as civilian president in 2015 after several attempts, enjoying broad support both domestically and internationally,” Rafsanjani said. “That electoral victory raised high hopes that he would address longstanding national issues such as insecurity, corruption, and unemployment.”
While recognizing the late president’s good intentions and international credibility, Rafsanjani pointed to internal political dynamics as obstacles that may have limited his administration’s impact.
“He came into office with noble goals and initially enjoyed strong public trust. However, governance is complex, and the influence of certain individuals within his administration posed significant challenges,” he stated. “This offers an important leadership lesson: vision must be accompanied by effective execution, transparency, and accountability.”
Rafsanjani also acknowledged Buhari’s broad popularity and the lasting influence of his leadership in shaping national conversations on anti-corruption, civic discipline, and security.
He noted that CISLAC and other civil society organisations actively engaged with Buhari’s administration on issues of governance, institutional reform, and accountability.
Looking ahead, Rafsanjani urged present and future leaders to prioritize national interest above all else and to build legacies that inspire trust and respect both within and beyond Nigeria’s borders.
“Leadership should be about service, sacrifice, and a commitment to the common good,” he emphasized.
Concluding his remarks, Rafsanjani extended heartfelt condolences to the former president’s family and the nation, praying for divine mercy and eternal rest.
“May Allah forgive his shortcomings and grant him Jannatul Firdaus.”
