Governor Mbah Signs Enugu State Revenue Administration Law to End Multiple Taxation/Vop

ENUGU – In a major step toward tax reform, Governor Peter Mbah has signed into law the Enugu State Internal Revenue Service (Establishment and Consolidation of Revenue Administration) Law, 2025, a legislation aimed at streamlining tax collection and improving the Ease of Doing Business in the state.

The new law establishes a one-stop shop for all tax payments, eliminating multiple taxation and the harassment of business owners by different tax collectors. Under this system, all revenue will be collected from a single point, with taxpayers receiving official receipts to ensure transparency and accountability.

Governor Mbah emphasized that the reform will consolidate state and local government revenues, similar to existing systems for land charges and VAT, ensuring proper distribution among government agencies. He also announced that the Enugu State Internal Revenue Service (ESIRS) will now operate autonomously, allowing for professional management, clear revenue targets, and efficient service delivery.

Crucially, the governor reassured residents that the state’s success in boosting internally generated revenue has not come from increasing taxes but rather from expanding the tax base, blocking leakages, and adopting technology-driven solutions to prevent revenue loss.

He commended the Enugu State House of Assembly for its swift passage of the bill, describing the move as a critical milestone in making Enugu an attractive destination for investment.

“With this reform, multiple taxation ends today,” Governor Mbah declared. “Tomorrow is here.”
