Sen. Ned Nwoko (APC–Delta North) has called for the establishment, development, and management of ranches across Nigeria’s 774 local government areas and the Federal Capital Territory (FCT) as part of efforts to strengthen food security.
Nwoko disclosed this in Abuja on Monday during an interview with the Voice of the people (VOP), noting that the proposal is contained in a bill currently before the Senate.
According to him, the bill, titled “A Bill for an Act to Provide for the Establishment, Development, and Management of Ranches in the 774 Local Government Areas and the Federal Capital Territory, to Promote Modern Livestock Farming, Curb Open Grazing, Enhance Food Security, and for Related Matters”, seeks to provide a robust legal framework for ranching in the country.
The lawmaker, who serves as Vice Chairman of the Senate Committee on Environment, explained that the legislation would promote modern livestock farming, curb open grazing, and enhance food security while ensuring environmental sustainability and transparent management of ranch projects through public-private partnerships.
He said the bill also proposes the creation of a Ranch Management and Development Agency to oversee regulatory compliance, enforce standards, and mediate disputes among stakeholders.
“It will ensure the modernisation of livestock farming, protect land rights under the Land Use Act, and foster cooperation between federal, state, and local governments in the administration of ranching projects,” Nwoko said.
The senator added that the legislation would also:
Guarantee livestock welfare and disease control in line with veterinary best practices.
Create legal mechanisms for licensing, regulation, and monitoring of ranches.
Provide compensation and resettlement for communities whose lands are acquired for ranching.
Encourage private sector participation through financial incentives and partnerships.
Enhance food security and economic development by integrating ranching into local economies.
Nwoko, who also chairs the Senate Committee on Reparations and Repatriation, stressed that the bill aims to reduce conflicts between farmers and herders, promote sustainable livestock production, and generate employment across the country.
