The Yobe State Government has announced a strategic partnership with a technology firm, Speak in Codes, to digitise its civil service operations as part of ongoing public sector reforms.
This was disclosed by the Head of Service, Alhaji Tonga Betara, during a briefing with consultants from the firm in Damaturu on Monday.
Betara revealed that the state has commenced the implementation of a transformative Human Resource Management System (HRMS) called the Human Resource Suite (HR Suite). The initiative aims to modernise workforce administration and enhance efficiency across the civil service.
Describing the HR Suite as a critical tool for improving transparency, regulatory compliance, and operational performance, Betara noted that the Office of the Head of Service would serve as the central coordinating body for the project.
“The HR Suite is designed to standardise and digitise all personnel processes, aligning them with global best practices to improve service delivery in Yobe State,” he said.
He added that recent reforms in succession planning, including the integration of a digitised nominal roll, were geared toward ensuring sustainability and preserving institutional memory.
“The integration of the nominal roll into the succession plan is crucial for effective workforce planning and continuity,” Betara explained.
He also reiterated Governor Mai Mala Buni’s commitment to the growth and development of the civil service, particularly through ongoing capacity building.
“We are adopting a ‘Train-the-Trainer’ approach to ensure that staff in all Ministries, Departments, and Agencies (MDAs) are fully equipped to cascade knowledge and manage the HR Suite effectively,” he stated.
Betara praised Governor Buni for his visionary leadership and support for institutional reforms, stressing that the digitisation initiative would significantly strengthen succession planning and administrative efficiency.
Also speaking at the event, the Director of Administration in the Office of the Head of Service, Malam Mustapha, said the newly upgraded nominal roll conforms to international standards and will serve as a dependable database for personnel management.
Mustapha highlighted that the digitisation of records would improve audit processes and ensure uniformity in staffing data across MDAs.
