Chelsea Fined £10 Million, Handed Suspended Transfer Ban Over Agent Rule Breaches

The Football Association has fined Chelsea FC £10 million and imposed a suspended two-window registration ban after the club admitted to 74 breaches of its agent regulations dating back to the Roman Abramovich era.

According to a statement from the FA on Friday, Chelsea was charged with 74 breaches of FA Rule E1.2 after its current ownership self-reported the misconduct following its purchase of the club. A consortium led by Todd Boehly and private equity firm Clearlake Capital completed the takeover in May 2022 and subsequently flagged accounting discrepancies inherited from the club’s previous ownership under Abramovich. The breaches relate mainly to payments made between the 2010-11 and 2015-16 seasons, involving regulations on football agents, working with intermediaries and third-party investment in players.

Chelsea admitted to all 74 breaches before a hearing, and an independent Regulatory Commission initially imposed a six-point deduction, suspended until 30 June 2027, along with the £10 million fine. The club appealed against the suspended points deduction, and an independent Appeal Board allowed the appeal, setting aside the sanction. In its place, the Appeal Board imposed a registration ban covering two complete and consecutive transfer windows, also suspended until 30 June 2027.

The FA said the £10 million fine was not subject to appeal and that the full amount would be invested in grassroots football. The FA added that it is continuing to investigate individual misconduct arising from the case.

Chelsea had previously reached separate settlements over the matter with the Premier League and UEFA, including a €10 million payment to UEFA in July 2023 after voluntarily disclosing what it described as incomplete financial reporting from the Abramovich era.

The suspended sanctions mean Chelsea will not face an immediate points deduction or transfer restriction, but both could be triggered if the club is found to have committed further breaches before June 2027.
