The Osun State Government has stepped up preparations to enforce its Integrated Transport, Traffic and Park Management Law, 2026, in a move aimed at curbing illegal revenue collection, motor park thuggery and harassment of motorists across the state.
The government engaged security agencies and other relevant stakeholders on Thursday in Osogbo to explain the provisions of the new law and clarify the responsibilities of the various agencies involved in its enforcement.
The legislation, signed into law on 15 October, is designed to improve traffic management, regulate motor parks and strengthen accountability in revenue collection.
Government warns against illegal collections
Chairman of the Osun State House of Assembly Committee on Public Works and Transport, Abiola Ibrahim Inaolaji, said the law was intended to protect residents and transport infrastructure while bringing greater order to the state’s transport sector.
Mr Inaolaji warned enforcement officers against harassing motorists, collecting unauthorised levies or abusing their positions.
He stressed that the success of the law would depend on public confidence, cooperation among security agencies and strict compliance with its provisions.
The government had earlier said the new framework would tackle multiple taxation and unauthorised collections while creating a more transparent and technology-driven transport system.
Police back new law
The Osun State Commissioner of Police, Ibrahim Zungura, described the legislation as an important tool for regulating the transport sector and addressing recurring disputes at local government motor parks.
Mr Zungura said the law covered critical areas of road management, including traffic control, vehicle impoundment and towing.
He expressed optimism that its implementation would reduce, if not eliminate, conflicts previously associated with the management of motor parks and garages.
“In the past, we used to have issues in the local government garages, but this law will minimise, if not eradicate, the crises that normally emanate from the garages,” Mr Zungura said.
The police commissioner also said the Inspector-General of Police had directed commissioners nationwide to arrest and prosecute motorists who cover or deface their vehicle number plates.
FRSC seeks standard motor parks
The Federal Road Safety Corps Sector Commander in Osogbo, Sunday Tayo, welcomed the legislation but urged the state government to provide standardised motor parks equipped with surveillance facilities.
Mr Tayo said properly organised parks would improve coordination between security agencies and park management officials while making enforcement more effective.
He cited well-organised motor parks in Oyo State as a model Osun could adopt.
Technology to track revenue
The new transport framework provides for electronic identification, QR and NFC credentials, digital payment records, surveillance cameras and Automatic Number Plate Recognition systems.
The measures are expected to make it easier to verify commercial operators and vehicles, monitor compliance and reduce opportunities for illegal collections.
The Daily Operation Levy will also be linked to verified commercial operations, allowing authorities to distinguish between vehicles operating commercially and those that are inactive on particular days.
The system is intended to reduce arbitrary assessments, duplicate tickets and multiple demands for payment.
Amotekun pledges support
The Commandant of the Osun Amotekun Corps, Adekunle Omoyele, assured the state government that the security outfit would support the park management system and work with other agencies to maintain law and order.
The government said the engagement with security agencies was part of preparations to ensure that the new law is implemented lawfully and effectively.
Authorities also stressed that enforcement must protect motorists and transport operators from harassment while ensuring that illegal revenue collectors and violent actors are removed from the state’s motor parks.
